Alyssa J: I'm not sure exactly what you're asking because you phrased it "is the size small fit around a small waist" but I'm assuming you want to know one of two question. One is, "Would the size small fit around a small waist", and the answer is yes. The other question you might be asking is "Is it small around the waist" and the answer to that is yes as well. I orderer a medium, and unfortunately will be returning it soon. I have a very small waist but a large bust, so it didn't fit me right. Also I am very short and have a short torso, so it didn't look good on me for that reason as well. It's definitely for someone who is small busted with a little waist and tall with a longer torso. It would just "look" better.
